The most expensive registration mistake is not the AED 10,000 penalty. It is the months of sales you made without charging VAT after you crossed the threshold, because the tax on them is still due and your customers have already paid you the VAT-exclusive price. The second most expensive is registering a business that would have been better off waiting, or waiting when registering early would have recovered real money. Both come down to reading the two tests correctly.
The two tests
| Mandatory | Voluntary | |
|---|---|---|
| Threshold | AED 375,000 | AED 187,500 |
| What counts | Taxable supplies (standard and zero-rated) plus imports | The same, or taxable expenses |
| Look-back | The last 12 months, tested at the end of every month | The last 12 months |
| Look-forward | The next 30 days | The next 30 days |
| Deadline to apply | 30 days after crossing | Whenever you choose |
Two details catch people out. The look-back is rolling, so it is not your financial year: a strong spring can put you over the line in May. And the look-forward test applies on its own: if you sign a contract today worth AED 400,000 to be delivered this month, you are over the threshold today, even if your revenue so far is nil.
Should you register voluntarily?
Register early when…
- Your customers are VAT-registered businesses that will recover the 5% anyway
- You are spending heavily before revenue starts: fit-out, equipment, stock
- You export, so your sales are zero-rated and you will usually be in a refund position
- Your customers expect a TRN on your invoice before they will buy
Think twice when…
- You sell to consumers, who cannot recover the 5% and will feel it in your prices
- Your costs carry little VAT, so there is not much to recover
- You have no one to keep the books and file a return every quarter
What the application asks for
Have these scanned and ready before you start; the form can be saved part-way, but it is faster in one sitting.
- Trade licence, and the memorandum or articles of association where you have them
- Emirates ID and passport of the owners and the authorised signatory, with proof of the signatory's authority
- Evidence of turnover for the last 12 months: sales records, invoices or financial statements, and a forecast for the next 30 days
- Expected imports and exports, the countries involved, and your customs registration number if you have one
- Business address and contact details in the UAE, and bank details
Applying on EmaraTax
-
Create your EmaraTax account and the taxable person
Sign up with UAE Pass or an email address and a UAE mobile number for the one-time password. Then create the taxable person profile for the business; one login can manage several.
-
Open the VAT registration form
From the taxable person's dashboard choose VAT and register. The form walks through entity details, identification, eligibility (where you answer the threshold questions and give your figures), business relationships, contact and bank details, and the authorised signatory.
-
Get the activity and the dates right
The date you say you crossed the threshold drives your effective date of registration, and the effective date is when you must start charging VAT. Use your actual figures, not an estimate rounded for convenience.
A turnover figure that disagrees with your uploaded evidence is the most common reason the FTA comes back with questions.
-
Review, declare and submit
Submit and keep the application reference. The FTA aims to decide within 20 business days. If it asks for more information, reply within the time it gives you, or the application can be rejected and you start again.
-
Download the certificate
Once approved, your VAT registration certificate with your 15-digit TRN, effective date and tax periods is in EmaraTax. Your GIBAN for paying VAT appears there too.
The day your TRN arrives
- Charge 5% on taxable sales from the effective date, which may be earlier than the approval date. Sales already invoiced since then may need correcting.
- Put "Tax Invoice" and your TRN on your invoices, and collect your customers' and suppliers' TRNs.
- Note your tax periods and first return date from the certificate; they are rarely calendar quarters.
- Keep records for at least five years, fifteen for real estate.
- Tell the FTA about changes such as a new address, activity or signatory. Since April 2026 failing to do so costs AED 1,000, or AED 5,000 if repeated within 24 months.
Groups and deregistration
Two or more UAE-resident legal persons under common control can register as a single tax group with one TRN. Supplies between members fall outside VAT and one return covers the group, but every member is jointly liable for the group's VAT. It saves work for groups that trade heavily with each other; it adds risk if one member's bookkeeping is weak.
Deregistration works in the other direction and has its own deadline. If you stop making taxable supplies, or your taxable supplies over the last 12 months fall below AED 187,500, you must apply to deregister within 20 business days. Applying late costs AED 1,000 a month, up to AED 10,000. Your final return accounts for VAT on business assets you still hold on which you recovered input tax.
Questions people actually ask
How long does UAE VAT registration take?
The FTA aims to decide within 20 business days of a complete application. Many complete applications are approved sooner; incomplete ones take longer because the clock effectively restarts when the FTA asks for more.
Is there a fee to register for VAT?
No. VAT registration on EmaraTax is free. You pay only if you use a tax agent or consultant to prepare it.
What if I only make zero-rated supplies?
You can apply to the FTA for an exception from registration. You then do not file returns, but you also cannot recover input tax, so exporters with significant costs often prefer to register.
Is my TRN the same as my corporate tax number?
Not necessarily. VAT and corporate tax are separate registrations on EmaraTax, each with its own number. Being registered for one does not register you for the other.
Do free zone companies need to register?
Yes, on the same thresholds. Being in a free zone is not an exemption from VAT; only certain movements of goods within designated zones get special treatment.
